I'm not sure if this enables the activation, Microsoft has kept how activation works pretty hush hush.
This is definitely the cheap route to go if it works. Although this is a "manual" install it is extremely portable and can be set up for as many IT guys you require I would be happy to explain how it can be set up.
How about having the installation files on a network location and then run a setup script while the computers are on to initiate the installation and continue with default options at each prompt. From what i remember, after copying files the reboot and "upgrading" screen requires no interaction. This way you can perhaps do each site during the evening, starting off with a small site as a pilot. You will end up with the Windows. Might be cheaper to buy the proper licensing for imaging. Maybe your salary and it cost less to over work you than to spend actual money. Just create a video guide and have each end user do it themselves, now that sounds like a good time.

Imaging is easy and if you have software that will be the same on all machines you can have it on the image as well. I have always understood that most people use SCCM to roll out migrations and updates. Rogue updates are bandwidth leeches. WSUS is super important without its reporting you can't really be sure all important updates are actually happening. Sort of a security concern.
